This program is the largest civil works project in the history of the USACE and includes floodgates, floodwalls, levees, and pump station projects.

For the PMCS program there was created in the joint venture between PBS&J/SBBC scheduling team to create a project management tool for SBBC Capital projects. The scheduling database was expected to house all projects that were under development per the Five-Year Capital Improvements Plan, which included more than 1,900 projects.
